Why Pool Fence Codes Exist

The primary goal of pool fence regulations is to prevent accidental drownings, especially involving young children. These codes create a barrier that makes it difficult for a child to gain unsupervised access to the pool area. Adhering to these codes is not only essential for safety but also for homeowner’s insurance compliance and avoiding potential legal liability.

Key Pool Fence Requirements You Need to Know

While specific interpretations can vary slightly, most local codes in the metro Atlanta area, including Fulton and Gwinnett, are based on the International Swimming Pool and Spa Code (ISPSC). Here are the crucial requirements for your fence:

1. Minimum Height The top of your pool fence must be at least 48 inches (4 feet) high from the ground on the side facing away from the pool. This height is designed to prevent a small child from easily climbing over.

2. Ground Clearance The space between the bottom of your fence and the ground cannot be more than 4 inches. If you are installing the fence on a soft surface like grass or mulch, this clearance should be reduced to 2 inches to prevent anyone from squeezing underneath.

3. Picket Spacing For a wrought iron or aluminum fence with vertical pickets, the space between the pickets cannot exceed 4 inches. This prevents a child’s head or body from fitting through the gaps.

4. Gate Requirements: The Most Critical Component Your pool gate is the main point of entry and has the strictest rules:

• Opening Direction: The gate must open outwards, away from the pool.

• Self-Closing: It must be equipped with a reliable self-closing mechanism. When you let go of the gate, it must swing fully shut on its own.

• Self-Latching: The gate must also have a self-latching device. The latch must engage automatically when the gate closes. The release mechanism for the latch must be located on the pool side of the gate, at least 3 inches below the top, and at least 54 inches above the ground to keep it out of a small child’s reach.

5. Non-Climbable Surface The fence should not have handholds or footholds that make it easy to climb. For iron fences, this means any horizontal rails must be spaced at least 45 inches apart to prevent them from being used like a ladder.
